Article I. BOUNDARIES AND POWERS |
§ 1.02. Boundaries.
The territorial boundaries of the Town of Orange Park shall be those presently existing and described as follows:
Beginning at the west margin of the St. Johns River at its intersection with the parallel of latitude common to Township 3 South, Range 26 East and Township 4 South, Range 26 East; thence west along said parallel of latitude also being the north right-of-way line of Eldridge Avenue, 100 feet wide as described in deed Book "XX," page 345 of the Public records of Clay County, Florida, 2,600 feet, more or less, to the northwesterly right-of-way line of Old Orange Park Road (formerly State Road 3) a 66 foot right-of-way, said point of intersection being 150.41 feet east of the southwest corner of Lot 12 Block 14 as shown on Map of Island View recorded in Plat Book 6, page 10 of the current Public Records of Duval County, Florida, and now situated in the County of Clay, State of Florida, according to 1978 Florida Statutes 7.10; thence along the said northwesterly right-of-way line of Old Orange Park Road (formerly State Road 3), north 25 degrees 34 minutes 05 seconds east, 258.63 feet to a point that bears south 25 degrees 34 minutes 05 seconds west, 156.28 feet from the southerly limited access right-of-way line of State Road 9-A (Interstate Highway I-295) Section 72001-2404; thence south 88 degrees 23 minutes 10 seconds west on an easterly prolongation of the south line of the north 69.90 feet of said Lot 12 Block 14, and continuing on said south line of the north 69.90 feet of Lot 12, a distance of 264.72 feet to the west line of said Lot 12; thence along the west line of Lots 12 and 14 said Block 14 of Island View, north 00 degrees 39 minutes 32 seconds west, 154.86 feet to the above-described southerly limited access right-of-way line of State Road 9-A; thence westerly, southwesterly and southerly along the said limited access right-of-way line of State Road 9-A (Interstate Highway I-295) as shown on State Road Department Right-Of-Way Map Section 72001-2404, Sheet 4 of 6 dated February 13, 1967, the following six (6) courses: First Course, thence westerly along a curve concave southerly and having a radius of 22,768.31 feet, an arc distance of 217.60 feet through a central angle of 00 degrees 32 minutes 51 seconds to the end of said curve; Second Course, thence south 83 degrees 23 minutes 50 seconds west, 290.48 feet; Third Course, south 64 degrees 29 minutes 41 seconds west, 145.12 feet; Fourth Course, south 49 degrees 31 minutes 32 seconds west, 101.97 feet; Fifth Course, south 38 degrees 21 minutes 40 seconds west, 165.23 feet; Sixth Course, south 08 degrees 45 minutes 26 seconds west, 120 feet, more or less, to an intersection with the above-described north right-of-way line of Eldridge Avenue; thence west along side north right-of-way line of Eldridge Avenue, also being the parallel of latitude common to Township 3 South and Township 4 South, Range 26 east, a distance of 2,400 feet, more or less, to the west right-of-way line of the CSX Transportation Railroad, formerly Brown Avenue as shown on plat of Florida Winter Home and Improvement Company's Map of Orange Park as recorded in Plat Book 1, pages 23, 24 and 25 said public records; thence along the above-described west right-of-way line, south 01 degrees 56 minutes 00 seconds east, 3,510 feet, more or less, to the centerline of Loring Avenue Extension as described in Official Record Book 424, age 249 said public records; thence continue along said railroad right-of-way line south 01 degree 55 minutes 20 seconds east, 1,924.91 feet to the north line of Section 8, said map of Orange Park; thence along said north line, north 89 degrees 23 minutes 36 seconds west 1,396.57 feet to the southeast corner of Grove Park Unit No. 4 as recorded in Plat Book 9, page 15 said public records; thence along the south line of said Grove Park Unit No. 4, north 89 degrees 23 minutes 20 seconds west, 703.3 feet to the northeast corner of Grove Park Unit No. 3 as recorded in Plat 6 Book 7, page 68 said public records; thence along the north line of said Grove Park Unit No. 3, north 89 degrees 23 minutes 20 seconds west, 1,396.56 feet to the west right-of-way line of DeBarry Avenue, a 50 foot right-of-way; thence along the north line of Lots 6, 7 and 8, said Section 8, Orange Park, north 89 degrees 23 minutes 20 seconds west, 1,390 feet, more or less, to the northeast corner of Bellair Unit No. 8 as recorded in Plat Book 14, pages 61 and 62 said public records; thence along the north line of said Bellair Unit No. 8, and continuing along the north line of Bellair Unit No. 7 as recorded in Plat Book 9, pages 10 and 11 said public records, north 89 degrees 23 minutes 20 seconds west, 1,392.46 feet to the northwest corner of Section 8, Township 4 South, Range 26 East; thence along the west line of said Bellair Unit No. 7, also being the west line of said Section 8, south 00 degrees 29 minutes 10 seconds east, 2,665.82 feet; thence continue along the said west line of Section 8, south 00 degrees 16 minutes 30 seconds east, 1,068.50 feet to the south right-of-way line of Kingsley Avenue, a 100 foot right-of-way, and the northeast corner of Foxwood Unit One as recorded in Plat Book 7, page 27 said public records; thence along the east line of said Foxwood Unit One, and continuing along the west line of The Village Green Units One and Two as recorded in Plat Book 15, page 18 and Plat Book 15, page 19 said public records, respectively, south 00 degrees 06 minutes 15 seconds east, 1,848.55 feet to the southwest corner of said The Village Green Unit Two; thence along the south boundary of said The Village Green Unit Two the following three (3) courses: First Course, north 88 degrees 01 minute 30 seconds east, 989,72 feet; Second Course, north 00 degrees 05 minutes 51 seconds west, 297.56 feet; Third Course, north 87 degrees 59 minutes 00 seconds east, 45.75 feet to the northeasterly line of the lands of the Board of Public Instruction of Clay County described in Official Record Book 136, page 366; thence along said northeasterly line, also being the southwesterly line of Montclair Units One and Two as recorded in Plat Book 9, pages 25 through 29 and Plat Book 10, pages 16 through 19 respectively, and continuing on a southeasterly prolongation of the above-described line, south 52 degrees 26 minutes 30 seconds east, 1,813 feet, more or less, to the southeasterly right-of-way line of Doctors Lake Drive, a 100 foot right-of-way, said point of intersection being 31.17 feet southwesterly, as measured along said right-of-way line, from the most westerly corner of Lot 4, Block 4 as shown on map of The Springs as recorded in Plat Book 15 pages 3 and 4; thence along the said southeasterly right-of-way line of Doctors Lake Drive, south 58 degrees 22 minutes 30 seconds west, 38.28 feet; thence south 42 degrees 13 minutes 11 seconds east, 935.76 feet to the most westerly corner of Lot 2, Block 3 said plat of The Springs; thence along the southwesterly line of said Lot 2, south 13 degrees 14 minutes 21 seconds east, 90 feet to the most southerly corner of said Lot 2; thence south 17 degrees 07 minutes 37 seconds east, into Doctors Lake; thence down and along the meanderings of said lake, in an easterly direction, to the St. Johns River; thence down and along the St. Johns River, following the meanderings thereof in a northerly direction, 14,700 feet, more or less, to the point of beginning. The above-described territory lying and being in Clay County, Florida, and all references herein refer to the public records of said county.
This description encompasses the same territorial boundary described in [this] Charter of the Town of Orange Park, Article I, Section 1.02, with the addition of those lands annexed by Town Ordinances No. 1-78 dated February 7, 1978; No. 4-78 dated April 4, 1978; and No. 2-85 dated February 19, 1985.
[The following are the annexations adopted after February 19, 1985, which added the described areas to the town, but which have not been included in a redefinition of the boundaries and included in section 1.02 of the Charter and have been editorially included herein as follows:]
Ord. No. 3-88, adopted January 5, 1988: Lot 13, Block 17, Plat Book 6, Page 10 of the Public Records of Clay County, Florida.
Ord. No. 14-95, adopted September 5, 1995: South 200 feet of Lot 12, Block 17, Island View, according to the plat thereof recorded in Plat Book 6, Page 10 of the current public records of Duval County, Florida.
Ord. No. 13-97, adopted August, 5, 1997: The North 69.90 feet of Lots 12 and 13 and a part of Lot 14, Block 14 and a part of Lots 8, and 9, Block 15, together with a part of Almeria Avenue (closed), all in Plat of Island View as recorded in Plat Book 6, Page 10, of the current public records of Duval County, Florida, land described in the foregoing caption are now situated in the County of Clay, State of Florida, according to 1978 Florida Statutes 7.10 and being more particularly described as follows: Begin at the Southwest corner of said Lot 14, Block 14, Island view; thence North 0 deg. 39 min. 32 sec. West and on the West boundary of said Lot 14, a distance of 84.96 feet to the point on the Southerly right-of-way line of State Road No. 9-A (Interstate I-295), said point being in a curve, said curve being concave Southerly and having a radius of 22,768.31 feet; thence Southeasterly along and around said curve and South right-of-way line, an arc distance of 333.91, said arc having a central angel of 0 deg. 50 min. 25 sec. and being subtended by a chord bearing and distance of South 88 deg. 53 min. 51 sec. East, 333.91 feet to the Northwesterly right-of-way line of the Old Orange Park Road (old State Road No. 3); thence South 25 deg. 34 min. 5 sec. West and on said Northwesterly right-of-way line 156.28 feet; thence South 88 deg. 23 min 10 sec. West 264.72 feet to the West line of aforesaid Lot 12, Block 14, Island View; thence North 0 deg. 39 sec. 32 min. West 69.90 feet to the point of beginning.
Ord. No. 19-01, adopted November 6, 2001: The South 1/3 of Lots 5, 6, 7, and 8, Block 15, Island View Subdivision, as recorded in Plat Book 6, page 10, of the current public records of Duval County, Florida, now located in Clay County, Florida, by virtue of the relocation of the county line, being more particularly described as follows: Begin at the southeast corner of said Lot 5; thence on the east line thereof North 00 degrees 58 minutes 54 seconds East, 200.00 feet to the north line of the South 1/3 of said Lot 5; thence on said north line and on the north line of the South 1/3 of said Lots 6, 7, and 8, South 89 degrees 43 minutes 43 seconds West, 325.47 feet to the westerly line of said Lot 8; thence on said westerly line South 27 degrees 14 minutes 05 seconds West, 168.36 feet; thence continue on the west line of said Lot 8, South 01 degrees 01 minutes 27 seconds West, 50.63 feet to the south line of said Lot 8; thence on said south line and on the south line of said Lots 5, 6, and 7, North 89 degrees 43 minutes 43 seconds East, 400.00 feet to the point of beginning.
Ord. No. 20-02, adopted December 3, 2002: The North 100 feet of Lots 5, 6, and 7, and that part of the Northerly 100 feet of Lot 8 lying Southeast of old U.S. No. 17, all in Block 15, Island View, according to plat thereof recorded in Plat Book 6, page 10, current public records, Duval County, Florida. Together with: All of the following described parcel of land lying South of the Southerly right-of-way line on Interstate Highway No. I-295 consisting of all those certain parts of Lots 4 and 9, Block 15, Island View, a subdivision of the A. Hull Grant, Section 40, Township 3, South, Range 26 East, Plat Book 6, Page 10, current public records, lying East of State Highway No. 3, more particularly described as follows: Commencing at the southeast corner of Lot 4, Block 15, which point is 300 feet North of the northwest corner of Eldridge Avenue and Navarra Avenue and running thence westerly along the southerly boundary lines of Lots 4 and 9, Block 15, 275.9 feet, more or less, to a point on the easterly boundary line of State Highway No. 3, as now located; thence Northeasterly along the easterly boundary line of said State Highway No. 3, as now located, 224.8 feet, more or less to a point in the North boundary line of Lot 4, Block 15, which point is 176 feet, more or less, westerly from the northeast corner of Lot 4, Block 15; thence easterly along the northerly boundary of Lot 4, Block 15, 176 feet more or less, to the northeast corner of said Lot 4, Block 15; thence Southerly along the Westerly line of Navarra Avenue, being the Easterly boundary line of Lot 4, Block 15, Island View, 200 feet more or less to the point of beginning. The aforesaid two tracts now being situated in Clay County, Florida, according to amendment or boundary lines between Clay and Duval Counties pursuant to Florida Statutes 1976, Chapter 7.10. Whereas, the aforesaid two parcels were situated in Duval County, by reason of the change of the boundary lines between Duval and Clay Counties as above mentioned, they are now in Clay County.]
