§ 36-19. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
B.O.D. (denoting biochemical oxygen demand) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees Celsius, expressed in milligrams per liter.
Building drain means that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes (exclusive of storm drains or sub-drains) inside the walls of the building and conveys it to the building sewer, beginning five feet outside the inner face of the building wall.
Building sewer means the extension from the building drain to the public sewer, private sewer, private sewage disposal system or other place of disposal.
Garbage means solid wastes from the preparation, cooking and disposing of food, and from the handling, storage and sale of produce.
Industrial wastes means the liquid wastes from commercial or industrial processes as distinct from sewage.
Irrigation water means utilization of water from the town potable water system for the purpose of watering lawns, trees, shrubs, and the like.
Natural outlet means any outlet into a watercourse, pond, ditch, lake or other body of surface water or groundwater.
Owner , as applied to a building or land, includes any part owner, joint owner, tenant in common, tenant in partnership, joint tenant, or tenant by the entirety of the whole or of a part of such building or land.
pH means the logarithm of the reciprocal of the hydrogen ion concentration in moles per liter.
Potable water means water meeting the requirements of the Division of Health, Department of Health and Rehabilitative Services, and the State of Florida, for potable water.
Potable water works means all facilities securing, treating, pumping and distributing potable water, including provisions for water meters and fire hydrants.
Private potable water system means any facilities for securing, treating, pumping or distributing potable water which may or may not include water meters or fire hydrants intended or used for the supply of potable water; said facility being furnished, maintained and operated by private party or person at no expense to the town.
Private sewage disposal system means any sewerage works, privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of sewage; said facility being furnished, maintained and operated by private party or person at no expense to the town.
Properly shredded garbage means the wastes from the preparation, cooking and dispensing of food that have been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension.
Public system means the combined sewerage works and potable water works which the town owns, operates and maintains.
Sanitary sewer means a sewer which carries sewage and to which stormwater, surface water and groundwater are not intentionally admitted.
Service means the availability to furnish or the furnishing of water supply and/or sewage collection through the public system.
Sewage means a combination of the water-carried wastes from residences, business buildings, and institutions (exclusive of industrial wastewater), together with groundwater infiltration not intentionally admitted.
Sewer means a pipe or conduit for carrying sewage or drainage water.
Sewerage works means all facilities for collecting, pumping, treating and disposing of sewage.
Storm sewer or storm drain means a sewer owned and maintained by the town and which carries stormwater, surface water and drainage, but excludes sewage and industrial wastes, except where industrial wastes are permitted in accordance with section 36-24.
Suspended solids means solids that either float on the surface of, or are in suspension in, water, sewage or other liquids, and which are removable by laboratory filtering.
Tenant or occupant, applied to a building or land, includes any person holding a written or oral lease of or who occupies the whole or a part of such building or land, either alone or with others.
Vacant property means all lands within the town limits for which no building permit for improvements thereon has been issued as of March 15, 1983.
Watercourse means a channel in which a flow of water occurs, either continuously or intermittently.
