It shall be unlawful for any person to make any opening or excavation of any type
or for any purpose in any street, road, highway, alley, sidewalk, right-of-way, easement
or town-owned and town-controlled property until a written permit shall be granted
by the town manager or his representative and any required bond has been posted by
the applicant for the permit.
