§ 28-19. Purpose.

It is the purpose of this article to provide uninterrupted, continuous, adequate and necessary solid waste removal for residential dwellings and commercial establishments within the town limits. This mandatory collection of solid waste throughout the town will constitute a benefit to all commercial establishments and residential dwellings of the town by providing for cost efficient solid waste collection service, and thereby is a benefit to all property values.
